摘　　要：国际企业社会责任运动,一方面导致我国企业劳资关系问题国际化和企业进入国际市场的门槛提高;另一方面也促使我国企业提高社会责任意识和改善劳资关系。如何构建我国企业社会责任,将是企业和政府必须面对的重要课题。在构建我国企业社会责任体系的起步阶段,政府的作用是主要和关键的。On the one hand, international Corporate Social Responsibility （CSR） movement lead to internationalization of the issue of China＇s enterprise labor relations, and has being raising the threshold in enterprises to enter the international market; and the other hand, also contributed to China＇s enterprises to improve the awareness ofsocial responsibility and improve labor relations. How to build China＇s CSR will be the important issue of enterprises and government. In the initial stage of constructing China＇s CSR system, the role of government is major and critical.
