摘　　要：针对情报发布实施知识转移的薄弱环节,从系统工程角度出发,简述情报发布系统知识管理体系的基本功能,提出基于知识流的情报发布知识管理体系框架和情报发布知识转移的原则,重点阐述情报发布过程中知识转移的框架模型,并对知识管理体系框架下情报发布知识转移的发展趋势进行了初步探讨。According to the weak link in implementing knowledge transfer in information release and starting from the point of view of systems engineering, this paper describes the basic functions of the knowledge management system in information release. The paper then presents the knowledge management framework and the principles of knowledge transfer in information release based on knowledge flow. The paper puts the emphasis on the knowledge transfer framework model in the information release process, and gives a preliminary discussion on the development trend of knowledge transfer in information release within the systematic framework of knowledge management.
