摘　　要：循环经济作为一种新的经济发展模式和理念,是转变经济增长方式、建设资源节约和环境友好优质经济的有力工具,发展循环经济离不开政府制度的支撑。结合生态经济学原理和可持续发展理论,分析政府制度构建与循环经济发展理论的内在联系,研究我国政府制度构建对循环经济发展的促进作用,提出几点促进我国循环经济发展政府制度构建的政策建议,为政府职能部门决策提供理论支撑。As a new model and idea of economic development,circular economy should have theory to support itself. Circular economy is a powerful tool in transferring economic development pattern and building a quality economy that is economical to resources and friendly to environment. It is no doubt that develop circular economy needs the support of government＇S institution. This paper discusses the basic theory of circular economy on the basis of eco- economics and the theory of sustainable development,analyzes the inner relations between government＇s institution construction and circular economy theory, studies our government＇s system construction＇ propelling effect of circular economy. Finally,this paper put forward several advices for governmental system construction for the promoting of circular economy, providing theoretical support for decision--making departments of the government.
