摘　　要：2008年7月1日俄罗斯统一电力公司停止运营,俄罗斯电力行业的重组过程基本完成,发输配售各环节被彻底拆分。对俄罗斯电力改革后电力工业各环节以及电力市场建设的现状和规划进行了系统总结。归纳了俄罗斯电力市场化改革的特点,对比我国电力工业改革的不同之处,提出了对我国电力工业改革的启示。On July 1, 2008, RAO ceased operation, marking completion of the restructuring process of the Russian power industry which resulted in a thorough split-up of the generation, transmission, distribution and retailing businesses in the electric power sector. This paper gives a systematic summary of the general conditions of each aspect of the industry after the reform as well as the current status and plans of the power market reconstruction in Russia. Characteristics of Russia＇ s power market reform are concluded with the differences from China＇ s power reform given, and there are revelations for China＇ s power reform.
