摘　　要：本文结合软件配置管理的基本活动提出了可能出现的活动工作量大、效率低、配置失控等问题;分析了问题产生的深层原因,特别是技术及整体管理能力不足、目标和策略不当等配置管理过程以外的原因;讨论了配置管理的层次目标及各层次的特点。基于配置管理活动需要面向目标域的理念提出了业务导向、分层次管理、注重实效等原则和策略。Combined with the fundamental activities of software configuration management, the paper presents the problems such as huge effort, low efficiency and invalid configuration management, describes the deep causes inducing the problems, especially the causes of poor technology an d total management abilities and unsuitable objectives and strategies beyond the configuration management process, and analyses the configuration management levels and the associated features. Based on the conception of obieetive-based configuration management activities, the principles and strategies are introduced for business requirements, hierarchical management and performance emphasis.
