摘 要:在软件工程由个体的、小团体的手工劳动向现代化、集约化的工业大生产过渡的过程中,出现了由多人合作的项目组的组织形态和由许多项目组构成的项目集群(Programme)现象。在软件项目集群管理过程中,我们需要建立起一套科学合理的软件工业工程团队绩效评价方法,用于指导团队绩效的考核与改进。本文在参考现有评价方法特点的基础上,提出了一个将DEA与TOPSIS方法相结合的团队绩效评价新模型,其在保持了传统DEA评价方法特点的基础上克服了其所存在的缺点。最后通过美国电子信息系统公司(EDS Inc)的26个项目数据与传统DEA方法作了比较,验证了该模型的有效性。With the transition from the individual and small group manual labor to the modern and intensive industrial production in software engineering, there has appeared the organizational forms of multi - person cooperative project team and the project cluster including many projects. During the software project cluster management, we need to build a scientific and reasonable evaluation method of the team performance in soft engineering, to guide and check the team performance in order to improve. The paper, based on the DEA and TOPSIS methods with reference to the characteristics of the existing evaluation methods, offers a new evaluation model of team performance, and in maintaining the traditional evaluation method on the basis of characteristics, overcame the disadvantage of its existing defects. Finally, by comparing the 26 project data of the United States Electronic Information Systems (EDS lnc) with the traditional DEA methods, the paper verifies the validity of the model.
