摘 要:随着《食品安全法》的颁布与实施,贯穿于《食品安全法》所确定的食品安全风险检测、安全标准的制定和实施以及监管等环节的的检验检测工作也受到了社会各界的高度关注。中国的检验检测环节将受到哪些影响,如何为《食品安全法》的实施提供强有力的技术支撑和保障?近期,记者带着这些问题采访了中国分析测试协会资深专家蒋士强教授。With China Food Safety Law taking effect, how will China testing and inspection industry be influenced? Recently, journalist of China Food Industry consulted from Prof. JIANG Shiqiang, the expert of China Association for Instrumental Analysis. Compared to Food Hygiene Law, what differences does Food Safety Law have? Firstly, Food Safety Law is more scientific and improved. The state shall establish a food safety risk assessment system to conduct risk assessment on the biological, chemical and physical hazards in food and food additives. On the base, food safety standard can be established and then derive other related standards. Then the food manufacturers and testing departments carry out their daily work according to these standards. This a rigorous and scientific logic. Secondly, Food Safety Law clarifies the definitions of illegal behaviors. Thirdly,the use of food additives is under-lined by the law. According to Article 46, 'a food producer shall use food additives under food safety standards on the varieties, extent of use and dosages of food additives and shall not, during the process of food production, use any non-food-additive chemical substance or any other substance which is potentially hazardous to human health.' This article is especially significant to China food safety supervision. In recent years, what new tasks is China's inspection industry taking? And whether Food Safety Law could help the industry to accomplish these tasks? Our chiefly task is to improve the standard system, but establishing a perfect system of food safety requires improvements in five aspects, of which many are related to inspection industry. Firstly, establish a sound system of laws, regulations and standards; secondly, establish a sound system of detection and monitoring; thirdly, adopt advanced methods of testing and technical support; fourthly, raise the awareness of self-discipline and establish related regulations to guarantee food safety in the stage of processing; fifthly, raise consumers' self-protection awareness
