论农村构建学习型社会中政府责任的必要性

摘　　要：农村构建学习型社会是我国建设学习型社会的重中之重。农村各种资源缺乏的现状、构建农村学习型社会的准公共物品特性以及政府在制度创新和模式选择方面不可替代性等,都决定了政府必须在构建农村"学习型社会"中承担应有的责任。Construction of learning society in rural areas is the top priority of building learning society in China. Government must assume an important responsibility in building learning society in rural areas owing to lack of resources in Chinese rural areas and the features of quasi- public goods in building rural learning society and the irreplaceable role of the government in institut： nal innovation and mode selection.
