摘　　要：2009年3月26日，工业和信息化部网站公布了其于2009年3月12日发出的《关于加强汽车生产企业投资项目备案管理的通知》（工信部装[2009]93号）。《通知》是根据国务院《关于印发汽车产业调整和振兴规划的通知》、《汽车产业发展政策》以及国务院有关文件规定，为做好汽车生产企业投资项目管理工作，而对汽车生产企业投资项目备案管理而发出的，包括备案项目范围、项目备案文件的报送单位及程序，等等。March 12, Ministry of Industry and Information Technology issued ' Notice of Strengthening File-record Management of the Investment on Auto Project', aiming to regularize the definition of 'file-record' and application procedure. But it is believed that such a policy is not able to end the repeated investment on auto projects among some local markets.
