摘 要:近年来,高校党内选举初步建立了有党外群众参与的党内初选制度和差额选举制度,选拔干部工作的民主程序逐步在完善。进一步完善党内选举实际上是党内民主制度整体改革的一部分,必须科学处理任命制与选举制两种制度体系的关系;科学确定民主选举的边界;高校党管干部的内容也要与时俱进。同时,如何处理党内选举与民主参与的关系,如何扩大党内直选的范围和层次,如何使更多的党外群众参与党内选举,都值得深入思考。In recent years, the inner-party primary election system, in which non-party masses can participate, and the competitive election system have been confirmed in the practices of the inner-party elections in the higher educational institutions. And the democratic process of selecting and promoting cadres has been gradually perfected. As a part of overall reform of the inner-party democracy system, further perfection of the inner-party elections should scientifically handle the issue of balancing the appointment system and the electoral system and decide objects of application of democratic election. So the forms and ways of personnel management of cadres in the higher educational institutions should keep up with the times. Furthermore, it is worthwhile to further discuss the issues of how to deal with the relationship between inner-party election and democratic participation, extend the ranges and levels of direct elections within the CPC and absorb more and more non-party masses participating in the inner-party elections
