摘　　要：香港问题的研究高潮是在1997年香港回归前后,割占香港的原因作为香港问题的一个有机组成部分,多从经济、商人的角度考虑,鲜有学者通过具体实例加以分析。因此本文通过对巴麦尊训令的目标、义律对于训令执行情况的考察,揭示义律在香港占领、割让过程中所处的地位和作用,并从义律违背训令这个案对于香港问题的成因加以探讨。The first high tide of research on the Question of Hong Kong appeared in 1997 when Hong Kong returned. As an organic part of the Question of Hong Kong, there had been few scholars who paid attention to the cession of Hong Kong from the concrete example. This article inspect the mandate purpose of the Palestinian and the Elliot who take the mandate into action in order to reveal the status and function of Elliot in the cession of Hong Kong. This thesis will further analyze the internal reasons of the cession of Hong Kong from the aspect of Elliot breached diplomatic Mandate.
