摘　　要：1935年《社会保障法》是美国妇女在公共福利体系中地位变化的转折点。妇女在公共福利上的受惠地位发生了滑落,从新政之前美国公共援助项目中的主要受惠人之一骤然变成了二等公民。妇女不仅失去了在福利立法中的领导地位,而且在社会保障法的重点和高层次项目即老年保险和失业保险上,就业妇女被大量地排斥在外。The Social Security Act in 1935 is a turning point in the public welfare system, women＇s situation was getting worse. They used to be one of the major beneficiaries before the New Deal, but now they became the second-class citizens. The American Women lost the leadership in the public welfare system , and not to mention the old age insurance and unemployment insurance from which most women were excluded.
