摘　　要：目的:探讨我国政府现阶段在精神卫生防治中的公共职能定位。方法:在调研吉林、河南、四川、浙江四省政府目前开展的精神卫生防治情况的基础上,根据公共产品理论和健康权力理论分析探讨现阶段我国政府在精神卫生防治中的公共职能。结果:现阶段我国政府在精神卫生防治中的公共职能应包括:(1)重点人群心理行为干预;(2)疾病治疗和康复;(3)疾病及相关因素信息管理;(4)患者免费服药和免费服药检查;(5)服务提供者队伍建设;(6)健康教育与健康促进;(7)保障措施。结论:我国政府各部门应积极履行公共职能,加强对精神卫生防治的财政投入和政策支持。Objective ： To define the government＇ s public functions on the prevention and treatment of mental health. Methods： Four provinces were conducted for field survey with quantitative methods and theoretical analysis. Results： The government＇s public functions include （1） high risk population intervention; （2） Disease treatment and rehabilitation ; （ 3 ） Disease related information management ; （4） Free charge drug supply ; （5） Service providers establishment ; （6） Health education and health promotion ; （7） Other logistics. Conclusion： The government should increase financial investment and policy sustainable support in the area of mental health care.
