摘　　要：地方院校非常有必要引进ISO9000质量管理体系来规范管理,激发教与学的积极性。具体实施中最主要就是编写好质量管理体系文件;建立质量责任制,使责权合一;最高管理者要高度重视质量管理;贯彻"基于事实的决策方法"原则。This paper argues that local colleges are in need of importing quality management system so as to improve their management and arouse the teach-and-learn enthusiasm. Speeifeally, the most important task in implementing the system effectively is to compile or design a good program for quality management system, i. e. to establish an organization of responsibility and to unify the duty requirements and authority execution as a single entity; further, the top administrators should attach great importance to the issue of quality management and should implement the principle that any decision made for any action taken is solely based on facts.
