摘　　要：21世纪是知识经济时代,社会和经济的发展不仅取决于人才的数量和结构,也取决于人才的创造精神和创新能力。在面向21世纪的公安高等教育改革实践中、在注重学员全面素质培养的同时,按照知识、能力、素质三者协调发展的人才培养模式,需要突出和加强学员创新知识的传授、创新能力和创新素质的培养,以造就适应知识经济时代和我国构建社会主义和谐社会伟大事业需要的创新型高级专业人才,这是一项十分重要的任务。The 21st century is the era of knowledge - based economy. The conditions of economic and social development depends not only on the quantity and structure of talent, but also depends on the talent of the creative spirit and innovative ability. At the 21st century, police higher education reform practice pays attention to cultivate overall quality of university students, at the same time, in accordance with the talents training modes of knowledge, ability, quality coordinated development, we should highlight and strengthen the university students innovative knowledge, innoration and innovative quality to bring our country to adapt to the era of knowledge - based economy, and meet with the need of fostering talents of building a harmonious socialist society, which is a very important task.
