摘  要:2008年,接踵而来的巨大灾难使我国的灾害管理体制经受了严峻的考验。面对重大自然灾害表现出的新特点,我国的灾害应急管理在做出快速反应、动员全社会力量投入抗灾救灾等方面,既发挥了巨大作用,也暴露出弱点与不足。通过案例分析,重点阐述了现代社会面对重大灾害的脆弱性,以及次生灾害与灾害链等现象,说明只有依赖科技与管理的进步,才能构建更高层次的满足经济社会发展需求的安全保障体系,支撑经济社会可持续发展。In 2008, disaster management system of China was subjected to severe tests due to massive disasters happened consecutively. As new features appeared during these natural disasters, weakness are found in emergency management despite of fast response and mobilization of whole society in fighting against disasters. Vulnerability of modern society to massive disasters as well as secondary disaster and disaster chain effect are discussed through case studies. It is argued that advancement of science and technology and disaster management must be relied on, in order to build high-level security system for satisfying the needs of social and sustainable development.
