摘　　要：洋务运动时期是我国近代工业化的发端时期,也是我国近代史上灾荒最为频繁严重的阶段之一。通过对这个阶段的灾荒进行考察,可以看出天灾人祸时常互为因果,而且这种天灾人祸同清朝社会法律因素也有密切的关系。Westernization Movement was the primary stage of the modern industrialization in China, it was also a period of serious famines with great frequency in China＇s modem history. In this paper, author focuses on the study of the famine in this particular period, reveals that natural and man-made disasters are often the cause and the effect, and analyses the relationship between such natural ＆ man-made disasters and law factors of the Qing Dynasty.
