摘  要:培育有文化、懂技术、会经营的新型农民是现代农业和新农村建设的基础。依托专业合作社培训新型农民,有利于准确把握农民需求,有效激励农民参加培训;整合社会资源,提高培训效能;发挥组织制度优势,全面提升农民人力资本。目前拓展专业合作社培训新型农民的功能,应借鉴国外合作社的成功经验,健全农民专业合作社教育培训的政策法规;建立农民教育培训中心和以政府为主导、多渠道、全方位的投入保障体系和师资支持机制;加强合作社组织制度和文化建设。Cultivating high-quality peasants who are the ones with knowledge, farming technique and management is the basic project of accelerating constructing the modem agriculture and new socialist countryside. Training the new peasant with the help of specialized Cooperatives can know properly the peasants' needs, drive their participation in training, and integrate social resources to improve the train effect, display the superiority of organization so as to promote the peasant human capital. Hence we should take following measures to developing the function of the specialized cooperatives: perfecting the polices and regulations Of farmer specialized cooperatives by referencing the overseas successful experience, establishing a peasant's education and training center, an multi-channel, omni-directional input system leaded by government and a mechanism supported by trainers, strengthening the establishing of system and cultural in the cooperatives.
