自治区自治条例出台难的原因分析及对策

摘　　要：自治条例之所以难出台,关键在于"报批难"。此外,"定稿难"和自治区制定自治条例的积极性不高也是影响自治区自治条例出台难的原因。因此,将行政化的分权模式设为立法化的分权模式,建立利益沟通的制度平台以及权限争议解决机制来协调中央与民族自治地方之间的关系,缓解报批难,同时设立全国性的自治区自治条例制定协调指导委员会,以推动自治区自治条例的制定。To be approved difficultly is the key reason why autonomy regulations cannot come into being. Besides, to be finalized difficultly and low enthusiasm that autonomous regions formulate the autonomy regulations are reasons as well. Therefore, it is necessary to coordinate the relationships between the central and the nationality autonomous regions that turn administrative models of separation of powers into legislative models, establish system platform of benefits communication and settlement mechanism of powers dispute in order to promote the formulation of autonomy regulations, should set up nationwide coordination and steering committee of the enactment of autonomous regulations.
