摘　　要：风险响应措施的选择是在成本效益原则的基础上选择最优的风险应对方案。本文运用层次分析法的基本原理,分别构建风险降低层级结构和风险措施成本层级结构,通过各方案的相对风险降低权重与其相对成本消耗权重对比,取其中最大比值所对应的方案作为最优风险响应措施的确定依据。最后,以原材料供应风险为例说明了优选过程。The risk of response is defined as selecting the optimal one among the feasible proposals on the basis of the principle of cost-effective. The study puts emphasis on the building the risk-decrease hierarchy structure and the risk-measure-cost hierarchy structure with analytic hierarchy process. To contrast the weight ratio between the proposal-to-goal in risk-decrease structure and the proposal-to-goal in risk-control-cost structure, we can find out the best measure to deal with risk..
