论邮传部与清末的留学生管理——兼与袁世凯对留学生政策比较

摘　　要：基于交通经济发展的需要,邮传部十分重视选派留学生,并予以重用。邮传部重用留学生,并非意味着清政府中各政府部门、势力集团均持同一政策,事实恰恰相反,这可从袁世凯弃用留学生的政策看出。通过对比我们可以得出结论:清末留学生在交通经济领域颇受重视,而在军事领域中则需要具体分析。Based on the needs of the traffic and economic developments, the Ministry of Post and Comunication attaches great importance to the selection of students abroad and put them in important positions as returning. However, the reuse does not mean that the various departments and force groups hold the same policy. The truth lies in the diametrical opposition which can be seen from Yuan shikai＇s policy of the abandonment of students abroad. By contrasting we can come to the conclusion： the students abroad in the late Qing dynasty receive more attention in the traffic and economic field, while in the military field a specific analysis is required.
