摘　　要：一个健康的高新技术产业集群应该是一个耗散结构,而系统的开放性是形成耗散结构的必要条件。封闭的系统会产生正熵,熵是导致无序的根源,对高新技术产业集群而言,应该创造条件保持其开放性,从外界引进物质、信息和资金,增加负熵流,集群才能持续发展。最后,探讨了实现高新技术产业集群开放性的途径。A healthy High-tech clusters should be a dissipative structure.The opening system is the conditional necessary for the dissipative structure. Closed system produce positive entropy,entropy is the root of the out-to-order cause.In terms of high-tech industrial clusters,we should create conditions to maintain open and the introduction of substance,information and funds, increased nequtive entropy current from the outside enviroment. Finally, this article also discusses the realization of high-tech clusters to open the way.
