摘　　要：开放教育"内涵发展"是一种均衡、可持续、和谐的科学发展观,是构建电大和谐系统的有效载体,是以质量提升为主导的发展模式。在当前国际金融危机导致的经济危机形势下,加强内涵建设,是电大赢得成人高等教育市场竞争的现实需要,更是积极推进学习型社会建设的一项历史责任。The development of connotation in open education is not only a kind of balanced, continual and harmonious scientific concept of development, but also an effective carrier for building the harmonious system of the Radio ＆ TV University, a development model for enhance quality - oriented. Under the situation of economic crisis caused by the international finance crisis, to strengthen the connotation construction is a real demand for the Radio ＆ TV University to improve the chain of service in order to win in the adult higher education market. It is also a historical responsibility and an actively promotion to the construction of the learning society.
