摘　　要：文化生态保护区建设是一项全新的工作,我国还没有成熟的推广模式。文章以徽州文化生态保护实验区建设为例,提出了全面启动生态保护区建设应具备系统的制度体系、保障体系和管理工作体系等基本条件,包括领导体制、规划编制、法规政策、资金保障,以及实施工作措施的系统性建设。The construction of cultural and ecological protection zone is a piece of new work and the state has not yet promoted the model. Taken the construction of Huizhou cultural and ecological protection experimental area as an example, this paper proposes that the construction of ecological protection zone needs basic conditions, such as systematic institution, protection system and administration system, including the systematic construction of leadership structure, planning, regulations and policies, funding and the systematic implementation of the measures.
