摘　　要：对建立"扩权强县"背景下,满足各种监测需要的环境监测管理模式转变等问题进行探讨,提出要加强制度建设、县级监测能力建设、深化和拓展监测领域、推进县级监测信息化建设等对策措施。Under the background of enlarging the authority of rich counties, this paper discussed the change of environmental monitoring management. It should strengthen the environmental monitoring management system and the environmental monitoring capacity-building of rich counties, expand the monitoring field, and advance the environmental monitoring informatization.
