摘　　要：自然灾害的产生具有自然和经济社会的双重属性,若从经济社会的角度来看,自然灾害与人类经济社会活动形成了一种复杂的耦合关系。自然灾害对经济社会的稳定发展影响较大,而不恰当的或过度的经济社会活动则又会加剧自然灾害发生的频度。在自然灾害频发的背景下,通过增强自然灾害的危机管理水平和能力,以最大可能地降低或减轻自然灾害的损失显得十分必要;当然,经济社会发展中还更须以人与自然的和谐共处为基本准则,实现经济社会的科学发展和可持续协调发展。The causes of natural disasters have natural and social dual nature, and there are very complex interaction between natural disasters and human economic social activities. Natural disasters often impact on the economic social stability development. However, immoderate economic social activities will cause an enormous destruction. Accordingly it is necessary to enhance the level of crisis management capacity to reduce the losses caused by natural disasters. At the same time, to eastablish the harmonious relations between human and nature will benefit the scientific and sustainable development of economic society.
