摘　　要：程序性制裁的实现,有赖于程序性裁判的实施;而程序性裁判的实施,又有赖于相关程序及证明规则的完善。在我国,按照司法裁判的规律,建立和完善程序性裁判的实施规则,已成为一项十分紧迫的任务。它既是落实我国已有的非法言词证据排除规则的当务之急,也是建构我国程序性制裁制度的重要任务。The achievement of procedural sanction relies on the implementation of procedural judgment and the implementation of procedural judgment still relies on the improvement of related procedures and rules of proof. It is a pressing task in China to formulate and improve implementation rules of procedural judgment according to the laws of judicial adjudication. It is not only a top priority of enforcing the existing rule of excluding illegal verbal evidence but also an important mission in the construction of the system of procedural sanction in China.
