摘　　要：社会救助权自身具有的法理基础,是指导社会救助立法的一般原理。公民享有社会救助权和国家承担社会救助的法定责任,必须贯彻与社会救助立法的始终,实践中存在的问题和权利实现的路径验证了这一特征。通过对法理分析的运用,对《社会救助法(征求意见稿)》若干条款的完善提出了修改意见。The Socia relief right has its own legal foundations, which guide the legislation of social relief. The citizens enjoy the social relief right. the country fulfils its legal responsibilities, must run through the whole course of legislation of social refief ,Which has already Deer proved, in practice and the route of enjoy social relief right . Finally, we put forward the suggestion of revising the clause of the social relief law.
