摘　　要：在中国制奶业引发一场海啸的三鹿奶粉事件绝非一场偶然,为有效保障食品安全,通过各种途径提高企业违法成本是保障食品安全的关键。本文从三鹿奶粉案件的成本—收益分析出发,借鉴国外经验,拟从立法、司法、行政等各个角度,提出提高企业违法成本的路径选择。It is not accidental that Sanlu Milk Powder Incident triggers a tsunami in the dairy industry. In order to effectively guarantee the food safety, the key lies in heightening the cost of breaking the law in various methods. This article begins with the analysis of the cost-benefit in Sanlu Incident, using foreign experiences for reference, and comes up with the access of heightening the cost of breaking the law from the aspects of legislation, judicature, and law enforcement.
