摘  要:淮北市是典型的煤炭资源型城市,现已建成为国家级园林城市.以淮北市为研究区域,根据2002年-2007年的统计数据,从生态系统的结构、功能、经济水平、资源状况和环境保护等六个方面,构建了城市生态系统指标体系.该指标体系共包含三层,第一层是目标层,分别是生态可持续指数、经济可持续指数和社会可持续指数;第二层是准则层;第三层是指标层,指标层共24个指标,是进行综合评价的基础.用层次分析法确定各指标的权重,建立加权和法与数理统计方法相结合的评价模型,计算2002-2007年淮北市城市生态系统可持续发展指数.结果表明,淮北市处于较低水平可持续发展状态,制约因子是3个子系统发展不均衡,特别是经济子系统发展滞后.煤炭工业是淮北市的支柱产业,对煤炭深加工,延长产业链,优化产业结构可以有效促进淮北市可持续发展.Huaibei is a typical coal-resource-city, and also a national garden city today. Index system of the urban ecosystem is established from the perspectives of its structure, function, economic level, resources and environmental protection based on statistical data of Huaibei from 2002 to 2007. The index system includes 3 levels. The first is target level which comprises of ecological sustainability index, economic sustainability index and social sustainability index. The second is criterion level. The third is element level, consisting of 24 concrete items, which are the basis of comprehensive evaluation. The weight of each index is determined with Analytic Hierarchy Process(AHP) method, an evaluation model which combines weight sum method with mathematical statistics is established, and calculating the indexes of sustainable development of urban ecological system of Huaibei from 2002 to 2007 are calculated. The findings show that the level of sustainable development in Huaibei City was relatively low, the restriction factor lies in the imbalanced development of 3 subsystems, of which economic subsystem exhibits clear signs of development backwardness in particular. The coal industry is the pillar industry of Huaibei, and the countermeasures of promoting sustainable development of Huaibei effectively are involved into the deep processing of coal, extending industry chain and optimizing industrial structure.
