摘　　要：新农村的系统建设离不开理论指导,而理论指导离不开宪法学的研究。从宪法学的角度出发综述当前的研究成果,有利于准确认识新农村建设的内涵、保障以及根本,有利于清晰地界定国家权力与公民权利的关系,可以为有效的调整新农村建设中的中央和地方的关系提供理论支持。在综述的基础上归纳"新农村建设"法制保障研究的特点并提出应该重点研究的课题,有助于推进"新农村建设"法学研究的深化。The Systematic construction in rural areas can not do without theoretical guidance which can not be separated from constitution perspective. It is very important to summarize the current research results from the point of view of constitution. It is beneficial to understand the connotation, security, and fundamental of ＇the new rural construction＇ accurately;to rationalize the relationship between the State power and civil rights clearly; to adjust the relationship between central and local effectively. It is meaningful for promoting research when we summarize the characteristics of the studies and propose some topics about ＇the new rural construction＇.
