公共财政制度下高等教育经费的筹措与成本分担机制研究

摘　　要：在政府再三明示教育的公益性质反对教育产业化后,公共财政将成为教育经费来源和保障的主渠道,在这个在背景下,高等教育的公益性如何认定,经费多元化投入的渠道、成本分担的作法是否调整,都是摆在我们面前的一个理论与现实课题。文章在对公共财政的性质、内涵作了简要分析后,指出在新的财政理念下,高等教育的经费筹措与成本分担原则都要做出新的调整与改变。When the government opposes the idea of Educational Industrialization strongly, public finance will be the principal source of educational expenditure. In this background, how to raise and use fund for higher education, it is a theoretical and realistic task. The paper analysizes the nature of public finance , then points out that under new financial concept, financing higher education and cost sharing principle will make new adjustment and change.
