摘 要:以铁路和谐发展为研究对象,指出铁路融资要解决资金结构问题,认为公私合作项目融资是目前我国铁路建设理论上的最佳制度化融资方案,为非公资本投资铁路提供决策理论参考,并为铁路和谐发展实现融资目标提供思想借鉴。采用了抽象、归纳与类比方法,对公私合作项目融资进行了实证分析,提出在现有约束条件基础上,通过放宽市场准入限制,引入竞争,建立合资铁路特许权经营制度,以政府为主导,以私人部门出资30%~40%计算,可以为铁路和谐发展节约国家投资0.6~0.8万亿元。这一结构性融资制度对我国铁路发展具有战略意义。Based on the harmonious development of the railway,the paper concludes that the key problem of capital structure must be resolved in railway financing, and suggests the optimum structural solution theoretically to the railroading of the national railways,and provides ideaistic reference to decision-making of the private capitals investing the railway and to the solutions to financing in the course of the harmonious development of railway. By positively analyzing to the PPP project financing,the methods of abstracting,summing up and analogy are adopted to put forward to practise the government-oriented PPP project financing by broadening the restrictions of market entrance on the bases of the current restrictions, introducing competition, setting up franchise business system of J-V railways. It can curtail public investment around 600-800 billion RMB for the development of railway harmonious development according to the private partner investing 30%-40% scale. This structural financing policy will produce strategic significance for the harmonious development of our national railway.
