将农民工纳入城镇职工社会保险体系的实现途径探析——以江苏省南京市为例

摘　　要：通过问卷调查和实地走访,考察了南京市将农民工纳入城镇职工社会保险体系的运作机制:对养老保险参保单位实行优惠费率制;医疗保险从大病保险和大病互助抓起;失业保险待遇与城镇职工同步提高;工伤保险从建筑业着手实行实名制;生育保险实行无差别缴费与待遇给付,并在分析现行制度运行现状及存在问题的基础上,提出改革社会保险最低缴费年限和固态化管理模式、逐步提高缴费水平和保险待遇、不断优化管理服务等提高农民工社会保险水平与功效的具体建议。Through a questionnaire survey and field workers are covered by the city＇s social security for implemented benefiting the units subscribing to the visits, the authors investigate Nanjing＇s practice that migrant urban workers. The findings are： a preferential tax policy is insurance coverage; basic medical insurance gives priority to serious-disease insurance and mutual assistance; unemployment insurance benefit increases at the same time with urban workers＇; injury compensation embarks on the real-name system initially from construction industry; maternity insurance adopts non-different collection and treatment. After the analysis of the current status of and prob- lems in the practice, several corresponding suggestions are proposed on improving the level and the effectiveness of social security of migrant workers.
