摘 要:城市流动人口随迁子女高中阶段入学难是系统性的体制问题。流动人口子女高中阶段教育问题与义务教育问题性质不同,政府对其具有不同的法律责任以及更大的政策选择空间。当前,要在承认其需求合理性的同时考虑其现实制约性,在战略和管理两个层面加强对城市流动人口随迁子女高中阶段入学问题的系统研究,同时积极探索解决具有"落户"特征的流动人口随迁子女的高中阶段入学问题。The difficult admission to the high school for the floating children is a systematic system problem. The nature of high school educational issues of the floating children is different from that of compulsory educational issues. The government has different legal responsibility and more policy selective space for that. Currently, we should consider its realistic conditionality while recognizing its rationality; strengthen the systematic research on the high school admission issues of the floating children on the levels of strategy and management and actively explore and solve the high school admission issues of the floating children with the characteristic of "settlement".
