摘　　要：建立于1973年的筑波大学以其独特的"学群.学类"制度闻名于世,在短短的三十多年里就发展成为了日本乃至世界的一所一流的高等学府,这与其成功的改革教学研究组织管理体制有着密切的关系,筑波大学的独特组织形式引起了世界高等教育领域的广泛关注,"学群.学类"制度的显著优势也得到了高等教育领域的广泛认同,相对于传统大学组织制度,"学群.学类"制度有许多的优点,这也给我国大学组织制度的改革与建设提供了一个成功的范式和一些有益的启迪。The University of Tsukuba, which was built in 1973, is famous for its unique system of ＂college clusters＂, and has developed into one of the top - class institutions of higher learning in Japan even in the whole world in the past 30 odd years. Its achievements link close with its successful reform of organization and management mechanism of teaching research. The unique form of organization in University of Tsukuba has aroused world - wide concern among the experts in the field of higher education. The obvious advantages of the system of ＂college clusters＂ have also gained their general approval. Compared with the traditional system of organization in colleges, the ＂college clusters＂ system has many advantages, which give a successful model and some beneficial enlightenment to the reform and construction of the system of organization for colleges in China.
