贫困地区农村加快改革发展的几点思考——以甘肃中部地区为例

摘　　要：加快推进贫困地区农村改革发展,努力摆脱相对贫困化窘况,是关系国家全面建设小康社会战略全局的无比艰巨的历史性任务。该文以甘肃中部为例,通过分析,指出长期制约该地区农村发展的瓶颈,进而提出了化解瓶颈、实现又好又快发展创新,有利于贫因地区加快发展的土地制度等6项对策。It is an arduous and historical task concerning the strategic plan of completely constructing well --to--do society to speed up rural reformation and development in poverty stricken regions. Taking mid Gansu as example and on the basis of analysis, this paper points out the bottle--neck problems that limited rural development of this region; puts forward land system etc. 6 favorable counter--measures to solve these problems and to speed up the development of this poverty stricken region.
