摘　　要：对建立满足城市建设发展需求的秦皇岛独立坐标系进行了研究,通过对测量规范和秦皇岛现状的分析,提出了建立秦皇岛坐标系的解决方案,解决了原有城市平面坐标系统不能满足城市规划区扩大要求问题。This paper had a research on setting up the Qiuhuangdao plane coordinate system for satisfying the requirement of the city construction and urban development, according to the analysis of the Qinhuangdao conditions and the surveying norms, put forward a solution to the problem that the old urban plane control network could not satisfy the requirement of expansion of Qinhuangdao urban planning district.
