摘 要:目的比较国内外各种流域生态补偿标准的计算方法,为改进和完善提供文献依据。方法文献综合评述与比较分析。结果国外通常将流域保护服务分为水质、水量保护和洪水控制3个相互关联的因素;国内已从流域生态补偿的政策性宏观研究转入数学定量化研究阶段和生态补偿试点工作;国内外主要有支付意愿法、机会成本法、收入损失法、总成本修正模型、费用分析法和水资源价值法。结论应从实际出发,综合考虑各种因素,兼顾保护者和受益者的双方利益,才能使生态补偿标准计算方法既具有可操作性又体现公平、公正原则。量化研究将成为今后的主要方向。Aim Comparison of domestic and international standards for a rariety of watershed eeocompensation calculation, provided literature foundation for improving and promoting. Methods Comprehensive evaluation of literature and comparative analysis. Results Watershed protection services are usually divided into water quality,water conservation and flood control of three interrelated factors on abroad;Ecological compensation from the domestie policy objective research into the math of quantitative research stage and the pilot ecological compensation on domestic. There are willingness to pay method, the opportunity cost method, loss of income method, the completion of modified model, cost analysis and water resources on domestic and abroad. Conclusion From reality,considering a rariety of factors, protecting the protector and the beneficiaries of the interests of both sides, can make the ecological compensation standards of calculation method is operational and shows that fair and just principles.
