摘　　要：目前我国城市灾害管理保障体系存在诸多亟待解决的问题,突出表现在管理机构分散,防灾法规体系不完善,防灾标准和规范体系不健全等方面。设立城市灾害综合管理机构,建立完备的综合防灾法律体系,构建和充实城市综合防灾技术标准体系,增强城市抗灾救灾能力,确保城市稳步、持续发展。At present, there are many urgent problems that need to be solved in our urban disaster management system, especially the dispersal of authority, imperfect legal disaster prevention system, incomplete disaster prevention standard system. This paper proposes countermeasures such as establishing integrated authority, perfecting preventional laws against disaster and regulational system as well as standard system to strengthen the ability of resisting urban disaster and ensure the cities developing stably and constantly.
