政府公共财政支持民办教育发展的政策创新

摘　　要：公共服务这一行政管理理念的建立为政府公共财政支持民办教育发展提供了基本的理论依据。政府公共财政支持民办教育发展的可能路径主要包括:设立民办教育发展专项资金、拨付生均公用经费、给予税收优惠等。政府公共财政在支持民办教育发展过程中,需特别注意资助对象、政府管理与民办学校办学自主权之间的关系等问题。The establishment of administration idea ＂public service＂ provides theoretical basis for government public finance to support non-governmental education development. The possible ways to support non-governmental education development mainly contain： to set up special fund for non-governmental education develoment, to offer students＂ average quota public funds, and to provide tax preference and so on. In addition, during process of supporting non-governmental education development, the government should especialy pay attention to the subsidized object and the relathionship between government management and the autonomy in running schools of non-public schools, etc.
