摘　　要：我国高校校院两级教学管理在机构设置、运行机制、实践操作以及管理实效等方面均存在一定的问题。进一步加强学校教学宏观决策与调控的核心功能,优化和改进教务处、学生处等职能部门的运行协调、质量监控与服务保障职能,充分发挥院(系)在教学管理中的主动性、积极性和创造性,使其成为教学建设和实施的主体,完善校院两级管理体系,是我国高校促进学科发展、提高管理效能、提升教学质量的必要途径和方法。The two-level management in Chinese colleges and universities face many problems in institutions, operating mechanism, and the management effectiveness. The main way to promote academic development and improving management efficiency, enhance the quality of teaching is to strengthen further the macroeconomic policy-making and teaching of the core functions of regulation and control, optimize and improve the Office of Academic Affairs, Student Office, and other functional departments to coordinate the operation.
