摘　　要：煤炭城市发展循环经济,要深入学习实践科学发展观,运用统筹兼顾的方法,统筹诸多方面的矛盾和问题,把企业的经济效益和社会效益结合起来,把学习借鉴国内外成功经验和煤炭城市实际情况结合起来,把循环经济技术现状与提高科技创新能力结合起来,把城市产业结构优化和产品升级结合起来,把"大、中、小循环"结合起来,把煤炭循环经济与非煤循环经济结合起来,把煤炭循环经济发展和区域经济发展结合起来,把国家规划、地方规划和企业规划结合起来,推进煤炭城市循环经济的科学发展。The coal urban development of circular economy, to study and practice the scientific concept of development, the use of an integrated approach to co - ordinate the various aspects of the contradictions and problems, the business combination of economic and social benefits, beth at home and abroad to learn from successful experiences and coal combining the actual situation in the city, the circle of the status quo and in- crease economic and technological capacity to combine scientific and technological innovation, the urban industrial structure optimization and product upgrading combine, the ＂large, medium and small circular＂ combine the coal cycle of economic and non- coal combined cycle economy, the coal cycle of economic development and regional economic development, national planning, local planning and business planning combine to promote the coal city of the scientific development of circular economy.
