摘　　要：作为条约口岸城市,上海既没有发生广州式的士绅拒绝入城事件,也没有遭遇天津式的英法列强武力胁迫签约的压力。而太平军对上海的逼围,恰好为地方政府与在沪洋人的合作创造了契机,上海官员的洋务业绩由此引人瞩目,薛焕就是这样被时势造出来的洋务英雄。光环掩饰下的他,实际上是个精于夤缘进取而昧于国际事务的庸碌之辈。以两面派的手法,既博取洋人欢心,又赢得朝廷信任,这是薛焕仕途成功的奥秘。As a treaty port,Shanghai witnessed nothing violent or forceful like those in Guangzhou or Tianjin,and the encirclement of Taiping Army provided a great opportunity for the cooperation between the local government and foreigners in Shanghai.The westernization achievements of officials in Shanghaitherefore attracted the attention of many.Xue Huan was one of such figures who were double-faced and won the favor of both the foreigners and the imperial court.
