摘　　要：“过程管理”是ISO9001质量管理体系的精髓，强调过程管理，有助于降低科研项目的风险性，确保科研管理工作的顺利实施和完成。本文运用过程管理的分析方法和步骤，对普通高校现有的纵向项目管理流程进行分析，找出影响纵向项目管理质量的薄弱环节，提出管理流程的具体优化措施，并对优化后的流程进行分析。Process management is the essence of ISO9001 quality management system. It helps to reduce the risk of scientific research items and guarantee the implement and finish of science and research management by emphasizing the process management. Applying the analytical method and steps of process management, this article analyze the vertical project management flow that exists in general university, finds out the weak tache that affect the quality of vertical project management, proposes concrete optimization measures for management flow, and analyzes the flow after optimized.
