不挂钩方式下粮食直补绩效分析

摘　　要：基于2004年安徽省来安县19个村庄200个农户调查的数据,采用数据对比和描述性分析方法,对2003年安徽省全省范围内推广的不挂钩粮食直补政策绩效进行了分析。结果表明,根据安徽省当前发展的实际情况,在保证了粮食供给基本前提下,安徽省实施的不挂钩方式下的粮食直补政策,对农民收入做出了一定贡献,比挂钩方式下的粮食直补更加适合当地发展。Based on the data from the survey of 19 villages, 200 households in Laian County Anhui Province in 2004, the policy performance of none-food-linked subsidy to the farmers which was province-wide promoted in Anhui in 2003 was analyzed with data comparison and descrip- tive analysis method. The results showed that, according to the actual situation from the current development in Anhui Province, this policy has made some contribution to the income of native farmers and insured the need of food supply, more suited to local development than food- linked subsidies.
