摘　　要：从目前公共信息资源管理存在的突出问题入手,分析电子参与方法的优势;明确基于电子参与方法的公共信息资源管理模式的目标、原则、参与主体和使用方法等组成要素,构建以问题分析、具体目标规划、议程设定、决策生成、决策执行、监督管理为主要部件的公共信息资源的电子参与式管理模式的框架,为公共信息资源管理提供一个创新型的架构。This paper focuses on the main problem and analyzes the advantage of e-participation and the elements of public information resources management, such as the object, rule, main body and method of public information resources management. The framework of public information resources management is built ,which is made up of problem analyze, concrete object design, agenda design, decision - making, decision performance and supervise in order to construct a new infrastructure for public information resources management.
