摘　　要：文章首先从理论上分析得出循环经济模式发展有赖于可持续发展教育体系建立;然后从生态税征收原则"谁污染,谁付费"分析得出对每一位公民实施可持续发展教育是自然生态环境保护的最好解决办法;最后结合中国实际,提出建立可持续发展教育体系的设想:教育目标、经费来源、具体措施和做法。This report first analyzes that the development of circular economy type is derived from sustainable development of education system. Then the best solution to natural environment protection is followed that implementing sustainable education to every citizen according to the principle of ＂who makes pollution, who makes payment＂. The last, based on China＇s reality, suggestions of building sustainable education system are provided： education objectives, funding, specific action plan.
