高校教育质量的组织与动力机制保障刍议

摘　　要：高校应设立一个管理权限与责任相称的"综合质量管理部",主要负责对高校质量保障体系的评估和审计工作。高校应从四个方面着手建立质量保障的动力机制:一是制订高校发展战略规划,明确高校发展目标和行动路线,激发高校质量保障的内在动力;二是正确认识和对待来自政府的质量评估,把外在压力转化成质量保障的动力;三是开展质量教育,培育质量文化;四是要建立以薪资与绩效考评体系为主要内容的高校质量管理支持保障机制。University should set up a integration quality management department which purview and duty is fitting, This department mostly answer for evaluation and audit on the quality guarantee system within university. University should build the dynamical mechanism of quality guarantee as following：first, drawing up the programming of university development stratagem. Second, knowing and treating rightly the government quality evaluation. Third,developing quality education and cultivating quality culture. Four, setting up the compensation and performance judge system.
