摘　　要：民主作为一种"人民的统治"的政治制度,其在萌动或者还未成熟时的表现往往是无序的。长期以来,人们看到的多是无序对民主造成冲击的一面,而忽视了无序对民主的萌动与催生以及层级演进产生积极影响的一面。无论作为一种动力学因素,还是作为一种表现形式和作用方式,无序都对民主的出现和完善起到了促进的作用。但由于无序是一把"双刃剑",所以在民主过程中需要对无序进行调适。这种调适大体包括两个层面:一是对民主系统的整体调适,即寻求渐进式的民主进路,并建立多层次的民主系统;二是对民主系统中的无序即包含于组织中的无序的调适,其调适原则为:依顺规则,顺而不逆,疏而不堵,适度适时。Democracy as a political system of ＂the people＇s rule＂ in the initiative or when it not yet ripe often performs disorderly. In a long time, people see more impact of disorder on the democracy, but neglect the positive side of it on the birth of the initiative and on the level of the evolution. Disorder, whether as a dynamic factor or as a form of expression and function , has played an active role in the emergence and promotion of democracy. But since disorder being a ＂double-edged sword＂, adjustment of it is needed in democratic process. This adjustment generally involves two levels. First, the overall democratic system adjustment, that is, to seek a gradual approach of democracy and to establish a multi-level system of democracy. Second, the adjustment of disorder in democratic system or in the organization , the adjustment principles are. obedient , sequent , liquid, and moderate.
